I will like to point out from experience that most foreign companies in search of talents don’t like giving jobs to foreign job seekers unless you are currently in their country, because of the process involved in relocating such ones after offering them the job, besides the company needs to inform the government and prove that no job seeker currently in the country can do the job except the foreign job seeker, you can see already this is a long process, and so the german companies prefer to give an offer to job applicants already in the country, hence the reason why job applicants who have the means travel on a job seeker visa to search for a job.
