I would like to check wheter I am eligible to apply or not.
I have a bachelor degree in electrical engineering with 3.03/4 (american scale) grade.

I think yes. According to American to German Grade Conversion table ( https://welcometogermerica.com/2015/07/american-to-german-grade-conversion.html), 2.0 suffices the eligibility requirement to apply to the mentioned university.
