Between 2015 and 2023, the population of Indian students in Canada increased from approximately 31,920 to over 278,000, accounting for nearly 41% of the international student demographic. However, recent policy changes during his tenure, such as capping international student numbers and tightening study permit processes, have led to growing apprehensions about Canada’s future policies.

The Liberal Party of Canada is set to elect Trudeau’s successor on March 9. Until then, Trudeau will remain in office, but this transition has raised questions about the direction of immigration and education policies under new leadership. Political analysts and industry experts are divided on the potential outcomes. Some believe a new leader could stabilize relations with India and maintain favorable policies for international students, while others warn that a Conservative government could lead to stricter regulations on immigration and work permits.

Saurabh Arora, CEO of University Living, pointed out that Trudeau’s resignation represents a turning point in Canada-India relations, particularly in education and trade. He emphasized the critical contribution of Indian students, whose economic impact in Canada is estimated at CAD 13–14 billion annually. With over 426,000 Indian students already in Canada, a shift in policies could have profound consequences for student visas, post-study work permits, and the overall student experience. Arora suggested that if the next government prioritizes international education, students beginning their studies in 2025 may benefit from streamlined processes and increased opportunities.

Gaurav Batra, CEO of Infinite Group, added that the political climate remains uncertain, with polls indicating slim chances for the Liberals in the upcoming election. Opposition parties have vowed to challenge the minority government in a no-confidence vote once Parliament resumes on March 24, which could further disrupt policy continuity. He stressed that Indian students and workers should stay prepared for possible changes to immigration rules and visa requirements.

Siddharth Iyer, COO of OneStep Global, expressed optimism, noting that Canada’s student-friendly policies, high-quality education, and ample work opportunities are likely to keep the country a preferred destination for international students. However, he advised students to carefully evaluate their choices, considering factors like affordability, employability, and program relevance.

Recent diplomatic tensions between Canada and India have added to the uncertainty. Allegations involving Indian involvement in the killing of a Sikh leader in Canada have strained relations between the two nations. This has already led to reduced immigration personnel in India, complicating visa processing times and increasing the burden on Indian students seeking to study in Canada.

Given the changing landscape, experts recommend that students focus on clear planning, choosing universities and programs that align with career goals and offer a strong return on investment. Engaging with experienced education consultants and staying updated on policy developments will be essential for navigating this transitional period.

Despite these challenges, Canada’s longstanding commitment to multiculturalism and its recognition of the contributions of international students and workers suggest it will remain a popular destination for Indian talent. The months ahead will determine how policy shifts impact Canada’s ability to attract and retain this critical demographic.
